Florida Statutes, Chapter 24 State Lotteries, Section 24.115, allows the offset of lottery winnings of any persons owing an outstanding debt to any state agency. The Florida Department of Education, Office of Student Financial Assistance, as a state agency and the guaranty agency for the state of Florida adheres to this Florida Statute.
