ADMINISTRATIVE REMINDERS AND ISSUES
Districts, Postsecondaries, and Technical Centers
The cutover to the new version of FASTER and SPEEDE/ExPRESS will begin on Friday, December 7, 2012.
The new version will be in place on Sunday, December 9, 2012. FASTER users will be notified via e-mail
from the listserv of any changes or updates that occur.
If you have not yet done so, visit the FASTER Web Page and sign up for the
FASTER listserv by clicking on the Sign up for the Listserv link. Documentation
on how to use the listserv can be found at http://lserv.fldoe.org.
We would like to encourage all schools to use the FASTER system to send and receive transcripts. The FASTER system is quick, economical, and the
formats permit the transmission of data that is not included on printed transcripts. When receiving requests through FASTER for student transcripts,
please make all attempts to respond as quickly as possible.
The FASTER Steering Committee is comprised of a representative from each program area that has an interest in the FASTER application.
They represent your interests when it comes time to make policy changes and implement state or federally mandated requirements.
This Committee meets throughout the year to consider changes to the FASTER system. The FASTER Steering Committee will report to the Articulation Coordinating Committee (ACC).
Requests for technical changes to the FASTER system should be submitted to the FASTER e-mail address at FSTR@fldoe.org.
Your requests will be researched and presented to the Committee for their consideration. Questions about policies or specific program areas should be submitted to your Steering
Committee representative. See Chapter 1 for a list of Committee members.
AS A REMINDER: Whenever possible run FASTER jobs at night or on weekends. Use CLASS C when submitting jobs after 9 p.m.
on Monday through Thursday, and CLASS G for jobs submitted after 9 p.m. on Friday or anytime over the
weekend. By adding or changing the job class on the JCL, you could save the state up to 75% of the
cost of processing that job. Even if you run your job at night, you do not get a cost savings unless you
specify the appropriate class. Chapter 3 gives a break down of the job classes and examples of each.
FUNCTIONAL SYSTEM CHANGES
Postsecondary Institutions Only
Beginning July 1, 2012, a new function was added to the FASTER postsecondary transcript application.
Postsecondary FASTER formats are utilized to give the financial aid offices of the Florida State College System
and the Florida State University System hosting institutions the ability to transmit financial aid cost
of attendance information back to the home institutions. Instructions for both FASTER and SPEEDE customers
are available on the main page of the FASTER Web site. After you read the instructions and attachments,
please contact the FASTER staff at FSTR@fldoe.org with any questions, comments or concerns about the
changes that were made.
A list is available of Postsecondary institutions that have implemented the new Fiancial Aid process, or
are in the process of testing these changes. To add your institution to this list, please contact the
FASTER staff.

I/S/P/T00
- A new field has been added to this format as an enhancement to the financial aid process mentioned in the Functional System
Changes section above. Term Designator is a six-digit field, in
the form CCYYMM, that designates the term being requested in the Postsecondary Cost of Attendance
(R20) request.

- The definition of Term Tag Number has been changed. It will no longer be restricted to "0" (zero), but will be a unique, sequential number
assigned to the Term. It will allow for multiple Cost of Attendance formats to be returned. This change was made as an enhancement to the financial aid process mentioned in the Functional System
Changes section above.

Changes section above. Cost of Attendance, Term Beginning Date is the month, day, and year the term began.

Interdistrict/Secondary/Technical Center Formats - Appendix I
I/S/T01 PK-12 Student Information Format
- Adult Fee Status codes "E", "F", "G", "U", and "X" are being removed as valid values.
The description of codes "D" and "Q" are being changed to remove reference to resident status.
- A new field has been added. Residency for Tuition Purposes, is a one-byte field that indicates whether the student is a resident or a non-resident
for tuition purposes. Institutions should report the
value for the student’s residency status associated with the student’s most recent course and section. The student’s most recent course and section would be that course and section
which has the most recent Date of Entry. This new field is being used in place of Adult Fee Status to determine residency.
- The description of "Special Diploma", as listed in Diploma Type, has changed. Special Diploma is defined for codes "W07" and "W27".
The codes have not changed, only the description has changed.
- The description of Migrant Continuation of Services code "B" has been changed. The updated definition provides clarification about an additional school year,
by adding a sentence describing it as an addition of up to three discrete periods of a school year.
- The first indicator of Migrant Priority For Services has been expanded to include end of course exams.
- The field Program Participation Prior to Kindergarten is no longer being transmitted. The current valid values of C, F, D, H, I, L, M, N, O, P, S, T, V and Z will
continue to be allowed for transcript data collected prior to 2012-2013.
- A new field has been added. Online Course Exempt indicates whether the student is exempt from the requirement of taking an online course.
- A note has been added to the field Year Entered Ninth Grade, Graduation Requirements Determination.
This field is required for all students in grade level 9 through 12.
Beginning with the 2012-2013 school year, this field is required for all public school students enrolled in Grade Level 9 through 12.
- A new field has been added. Credits Needed, Local Subject Area Requirements – Algebra II is used to record the number of credits to be earned by the student in this subject area in order to meet local high school graduation requirements.
- Additional verbiage has been added for the MSIX Identification Number.Requirements for the population of this field are being modified based upon
the business rules defined by the Federal MSIX system.
I/S/T02 PK-12 Student Immunization Format
- The description of Immunization Status code "0" has changed, to include students who do not come to a school campus.
I/S/T03 PK-12 Student School Year Format
- The description of Migrant Enrollment Date field has changed to indicate that this field will be required
for transcripts addressed to the Federal MSIX system beginning in the academic year 20122013. This date must be a valid date not in the future and must fall
within the academic school year reported.
- The description of Migrant District Attended field has changed to indicate that this field, in conjunction
with the Migrant School Attended field, will be required for transcripts addressed to the Federal MSIX system beginning in the academic year 20122013.
- The description of Migrant School Attended field has changed to indicate that this field, in conjunction
with the Migrant District Attended field, will be required for transcripts addressed to the Federal MSIX system beginning in the academic year 20122013.
I/S/T04 PK-12 Student Course Format
- The description of Course Flag code "0" (zero) is changing from "...completion of program " to "...completion of courses".
- The effective date of Course Flag code "O" is changing from "incoming 9th grade class of 0910" to "incoming 9th grade class of 0607".
- The description of Course Flag code "8" (Job Preparatory Program substitution for Pre-Algebra) is changing, along with the valid course substitution number.
- A new code has been added for Course, State Subject Area Requirement . "A2" is Algebra 2 or equivalent.
Required for use with incoming ninth grade students in 2012-2013 and subsequent years; optional for other students beginning with the 20122013 academic year.
- Course, State Subject Area Requirement code "LM" is changed to apply only to students who entered high school prior to 2007-2008.
- In the description of Course, State Subject Area Requirements, all instances of "Foreign" Language are changing to "World" Language.
- Course Substituted, State Subject Area Requirement code "LM" is changed to apply only to students who entered high school prior to 2007-2008.

- A new code has been added for Course Substituted, State Subject Area Requirement . "A2" is Algebra 2 or equivalent.

- A note was added to the OnLine Course Indicator code of "Y". The note reads "Online courses designated with a ‘Y’ code must be within the 24 credits required for high school graduation."

- The MSIX Identification Number must be blank if the student is new to the district, and if the student's transcript is being sent to the Federal MSIX System for the first time.

- For transcripts addressed to the MSIX system, if the academic School Year field on the I03 record format is 20122013 or later, the
Migrant District Attended and Migrant School Attended fields are required. These fields are not required on transcripts not addressed to the
MSIX system, or if the School Year is prior to the 20122013 academic year. However, if present they must be a valid district and school combination.
- For transcripts addressed to the MSIX system, if the academic School Year field is 20122013 or later, the
Migrant Enrollment Date is required. It must be a valid date and not in the future.
This field is not required on transcripts not addressed to the
MSIX system, or if the School Year is prior to the 20122013 academic year.
- When present, the Migrant Enrollment Date must fall within the academic school year reported.
I/S/T04 PK-12 Course edits
If Course State Subject Area Requirements = 'LM', then Year Entered Ninth Grade must be less than 20072008,
or must be blank.
If Course Substituted, State Subject Area Requirements = 'LM', then Year Entered Ninth Grade must be less than 20072008,
or must be blank.
- Course, State Subject Area Requirement must be one of A1, A2, BI, GE, EN, MA, SC, AH, WH, EC,
AG, VO, SV, PF, LM, PE, EX, EL, FL, LA, SS, NC, CE or PA. This field may also be blank if
Grade Level is not 09 - 12 and there is no Course Flag of 9 and the addressee is not
Bright Futures, Talented Twenty, or Out-of-State. If entered, the Subject Area Substitute
field must be one of the valid codes listed above.
- Course Assessment Status is required for Interdistrict and Secondary transcripts for courses taken after the 2010-2011 academic
year, and must be a value equal to A, B, C, D, E, F or Z. Course Assessment Status codes A through F are to be used only for those courses which have an end-of-course assessment.
All courses without an end-of-course assessment should have a code of “Z”, unless they were taken prior to the 2011-2012 school year, in which case they can be blank.
- Course Flags of “O”, “Q” and “&” are substitutes for Life Management Skills, and are only valid with a subject area code of “LM”.
