Initial Eligibility Requirements for 2013 High School Graduates
Note: These requirements are subject to change with each legislative session.
- A student graduating from high school during the 2012-13 academic year and applying for state aid for
the 2013-14 academic year must apply for a Florida Bright Futures Scholarship after December 1 and
prior to high school graduation. To apply a student must submit a completed Initial Student Florida
Financial Aid Application (FFAA) during the last year in high school.
- NEW - An eligible student who graduates mid-year may receive an
initial award in the spring term following the student’s graduation. The FFAA must be submitted by August 31 of the
student’s graduation year (prior to the spring term enrolled).
- A student may receive funding for only one award (Florida Academic Scholars, Florida Medallion Scholars,
or Gold Seal Vocational Scholars). The highest award earned by the student will be selected.
- Initial eligibility requirements must be met prior to high school graduation from a Florida public
or FDOE-registered private high school.
- The submission of a Free Application for Federal Student Aid (FAFSA) is an annual requirement for
Bright Futures eligibility. Note: The student’s FAFSA does not have to indicate need; however, must be
complete and processed error-free prior to a student’s first disbursement of
an award. (The Florida State Programs May 15 deadline does not apply to Bright Futures.)
| Public and Private Institutions

All students will receive the specified (cost per credit hour) award amounts established by
the Florida Legislature in the General Appropriations Act. Award amounts for the 2013-14
academic year will be available in summer 2013 after the legislative session. Institutional
fees are not included in the award.

Grade Point Average (GPA)
|
3.0 weighted GPA using the credits listed below, combined
with the test scores and community service hours listed below. Weighting for more
challenging, higher level courses is prescribed by law as .50 per course per
year. (Note: GPAs are not rounded.)

Required Credits
|
Courses must
include 16 credits of college preparatory academic courses.
- 4 English (3 with substantial writing)
- 4 Mathematics (Algebra I level and above)
- 3 Natural Science (2 with substantial lab)
- 3 Social Science
- 2 World Language (sequential, in the same language)
16 Credits
May use up to two additional optional credits from courses in the
academic areas listed above and/or AP, IB, or AICE fine arts courses to raise the GPA if necessary

World Language Requirement
|
Students must demonstrate world language proficiency at a level equal to two years of
high school world language (sequential, in the same language) or American Sign Language
coursework (see Comprehensive Course Table). This requirement can be met in
one of the following ways.
- Complete coursework as follows:
- Second course in high school (Spanish II, French II, German II, etc.)
- Second postsecondary course (Elementary II) as long as the course is for 4.0 credit
hours. (The Articulation Coordinating Committee (ACC) and the State Board of Education has
approved all four-credit world language courses to receive one high school credit.)
- Third postsecondary course (Intermediate I), regardless of credits.
The Comprehensive Course Table (CCT) indicates which world language courses (secondary and postsecondary)
may be taken to complete the world language sequence for FMS and SUS admissions eligibility.
For the FMS award, the grade for the "completer" world language course and the best semester
grades of the remaining courses in the same world language (to equal up to 2.0 high school
world language credits) will be used in the Bright Futures GPA calculation. The Bright Futures
evaluation program will be reviewing the students’ transcripts for the presence of a world
language "completer" course to determine if the world language requirement has been met.
Students may also meet the requirement in one of the ways listed below. For each of these
methods, the Bright
Futures World Language Waiver (0791920) must be entered in a student's transcript (enter "FL" in the subject
field, 0 credit, and no grade). Documentation indicating how the proficiency was met must be
kept in the student's cumulative folder.
- Earn at least the scores indicated below on a CLEP, AP, SAT-II or Departmental Test.

- If a student's proficiency is in a language for which there is no test available to determine proficiency, a
transcript documenting formal education equal to two years
of high school coursework in that language, or in English in a non-English-speaking country, may be used.
All students who wish to earn an FMS award must meet the world language requirement. There are no
exceptions for any reason.

Reading and Math sections only) or best composite score of
22 ACT (excluding the writing section)
- The writing sections for both the SAT and ACT will not be used in the composite
- SAT Subject Tests exams are not used for Bright Futures eligibility
- ACT scores are rounded up for scores with .5 and higher; SAT scores do not require rounding
- Sections of the SAT or ACT from different test dates may be used to meet the test criteria
- For spring eligibility evaluations, test dates through January 31 will be admissible
- For summer eligibility evaluations, test dates through June 30 will be admissible
- For mid-year 7th semester eligibility evaluations, test dates through June 30 will be admissible
- For mid-year 8th semester eligibility evaluations, test dates through January 31 will be admissible

Other Ways to Qualify
|
- National Merit or Achievement Scholars and Finalists
- National Hispanic Scholars
- Students who have completed the IB Curriculum with best composite score of
1020 SAT or 22 ACT
- AICE Diploma Recipients (based on exams taken prior to and during the high school
graduation exam administration series ending mid-June)
- Students who have completed the AICE Curriculum with best composite score of
1020 SAT or 22 ACT
- Students who have attended a home education program according to s. 1002.41, F.S., registered
with the district during grades 11 and 12, and:
- have a best composite score of 1070 SAT or 23 ACT
OR
- Have a best combined score of 1020 SAT or 22 ACT with a weighted 3.0 GPA in the above
16 required credits (documented through Florida public, FDOE-registered private, FLVS or
dual enrollment transcripts)
- GED with best composite score of 1020 SAT or 22 ACT and a 3.5 weighted GPA in the
above 16 required credits
- 3-year standard college preparatory program with best composite score of
1020 SAT or 22 ACT and a 3.5 weighted GPA in the above 16 required credits.
